A study on governance : an analysis of government and civil society relations

This dissertation examines the relationship between government and civil society. In academic literature it is claimed that fundamental changes in society (decline of traditional structures and increased functional differentiation) have led to shifts in the nature and position of both government and civil society. This has contributed to the growing importance of alternative governance paradigms (new public management, new governance theories) which might be destabilising the traditional institutional exchange between government and civil society organisations (CSOs). This dissertation provides empirical research into this claim by examining the relationship between government and civil society in Flanders, which we consider a region that has a long history of neocorporatist institutional exchange

The relationship between government and civil society: a neo-Gramscian framework for analysis

This paper presents a neo-Gramscian framework for the analysis of the relationship between government and civil society. We argue that the influence of ‘post-traditional’ theories of modernisation on ‘networks’ and ‘network society’ is crucial in understanding the concept of ‘governance’. This influence has led to an exaggeration of the displacement of hierarchy by networks and of the novel nature of governance reforms. Additionally, it can be argued that the notion of ‘governance networks’ is part of a neoliberal hegemony and that the concept is thus more ideological than analytical. This critique on the neoliberal dimension of the governance concept was also forcefully argued by Jonathan S. Davies (2011a, 2011b, 2012, 2014b), who presented a Gramscian alternative for the analysis of government and governance. We will follow a less orthodox Gramscian path, but one that is nonetheless aimed at offering an alternative of the dominant network view on governance. We will present how the relationship between government and civil society can be seen as an interplay between coercion and hegemony. As part of the CSI Flanders research project we will then explore three dimensions of this relationship in closer detail: the ideological dimension, the institutional arrangements, and the street-level strategies. These three dimensions will be further operationalised in the following phases of the research project, especially in a large-scale survey of Flemish CSOs and representatives of governments, and selected in-depth studies of Flemish central and local governments

Lokale netwerken voor opvang en begeleiding van asielzoekers en vluchtelingen tijdens de 'opvangcrisis' : CSI Flanders case study rapport

In deze case studie analyseren we netwerken tussen lokale besturen en middenveldorganisaties die zich het lot van vluchtelingen en asielzoekers aantrekken. We spitsen ons toe op de netwerken die ontstaan zijn in 2015-2016, tijdens de zgn. ‘opvangcrisis’, in drie steden: Gent, Sint-Niklaas, en Mechelen. We hebben daarbij ook aandacht voor hoe ze verder werken in de periode na 2016. De meeste van deze netwerken werden afgebouwd in 2018 bij de eerste daling van de asielaanvragen, maar we zien in 2019 dat deze terug in werking worden gesteld nu er een nieuwe stijging van asielaanvragen plaatsvindt

In dit rapport wordt bekeken of en hoe er in Vlaanderen netwerken ontstaan rond doelstellingen van duurzame energievoorziening. Het rapport schetst een gelaagd portret van drie lokale netwerken in Eeklo, Gent en Turnhout. De interacties en de relaties die zich ontwikkelen tussen burgercoöperatieven en lokale besturen staan centraal in deze analyse. Welke rollen nemen de lokale overheden en energiecoöperaties op? Hoe kwam de interactie tot stand? Wat is de impact van multi-level governance op de cases? En wat is de impact van de sleutelfiguren in deze contacten

Deze paper formuleert een antwoord op twee onderzoeksvragen: (1) Herkennen we de invloed van vermarkting en Nieuw Publiek Management in de relatie tussen overheid en middenveld? (2) Verdringen NPM-achtige technieken en instrumenten het overlegmodel dat eigen is aan de corporatistische traditie
